We just received a leaked version of the draft for the EU Data Governance Act (see attached) and it specifically mentions Data Unions!

The Data Governance Act (October leak) from the European Union has two sections that specifically mention and vaguely define “Data Unions”. In the coming decade, I think that we will see many of these types of organizations pop up across the globe to redefine what data is and argue the amount of both agency & compensation that individuals (data subjects) are owed.

(26) An emerging variant are data cooperatives or data unions that seek to achieve a number of objectives, in particular strengthen the position of individuals to make informed choices before consenting to data use, influencing the terms and conditions of data user organisations attached to data use in a manner that gives better choices to the individual members of the group or potentially solving conflicts in positions of individual members of a group on how data can be used when such data pertain to several data subjects with the group.

(27) A general authorisation framework should be established in order to ensure a data governance within the European Union based on trustworthy intermediaries that can match supply and demand, support data exchange through
